Accessibility Notice
It is Spring Canyon Water and Sanitation District’s prerogative to make District meetings, activities, services, websites and digital assets accessible to individuals with disabilities, according to the Americans with Disabilities Act (ADA). In order to provide special services, such as interpreters or provide special materials in special formats, the District needs to be informed of individual’s special needs. To publicize the availability of services and to ensure that requests are timely made, all future public notices, advertisements, brochures, and similar materials shall include information directing individuals needing special assistance to the District Administrator or District Manager.
Accommodation
Spring Canyon Water and Sanitation District will, upon request and within a possible timeframe, provide the appropriate aids and services leading to effective communication for qualified persons with disabilities to participate in Spring Canyon’s activities, publications, and services. Examples include remediated pdfs, sign language interpreters, documents in braille, and other ways of making information and communications more accessible to people with disabilities. Accessibility Standards Applied
The Governor’s Office of Information Technology (OIT) has developed accessibility technical standards with the intent of providing enterprise standard configurations for technologies which provide service to those with disabilities, in accordance with the technical standards provided by:
- World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.1 Level AA or higher
- Section 508 of the U.S. Rehabilitation Act of 1973 Chapters 3,4,6
and following C.R.S. 24-85-101 to 24-85-104, ARTICLE 85
Spring Canyon Water and Sanitation District Efforts
The District has and continues to make make an extensive effort to provide an accessible website. At this time we have approach new website hosting services and vendors capable of professional document remediation in preparation to engage a provider who can provide a platform and service that is ADA Compliant.

Since reviewing these companies, we have received a letter of engagement from streamline services. Our objective is to have a fully accessible website by February 15, 2024.
Document Remediation
The District has been developing a plan for document remediation. Currently, the District is utilizing adobe to check documents for ADA compliance. Ongoing training efforts are taking place to prepare District staff by providing the technical knowledge to remediate documents. Given that some documents required advanced technical knowledge for remediation a plan is in place to have documents professionally remediated on an as needed basis. A spreadsheet is being maintained containing the documents on the website and their remediation status. Due to the Districts resource limitations, documents made prior to July, 01, 2024 are to be archived and can be remediated upon request.
Remediation Plan
Documents are being remediated in accordance with their publication date post July 01, 2024. A document tracker has been created to show the District’s progress on document remediation. This tracker can be made available upon request by calling (970) 226-5605
Documents are being identified for remediation and remediation efforts are ongoing. Documents are being inspected individually, and if possible, will be remediated by District staff, other documents are being marked for professional remediation on a case by case basis. Key goals have been established for this process with the below deadlines
- November 1, 2024 – All Documents needing remediation for compliance are identified
- November 20, 2024 – Documents slated for professional remediation have established deadlines. A goal of all professional remediation on documents identified on or before November 1, 2024.
- February 1, 2025 – Fully compliant website implementation timeframe established with full accessibility available by the July 1, 2025 deadline.
- February 1, 2025 – Goal date of having all documents identified on or before Nov. 1 remediated and website accessibility improved to be within compliant standards.

Why we are at this stage
As a small special district, we do not employ in house technological experts. Ongoing training has raised the District’s level of awareness of the technical aspects required to achieve accessibility, and the need for expert assistance and further resources has been identified. We have had members of our staff attend seminars through the SDA and have been communicating extensively with potential vendors to provide the technical resources the District needs. Because our District has limited resources and experience with the technical and legislative requirements of ADA compliance standards, District staff have been engaged in an ongoing effort to identify and implement the changes necessary to make the District’s content ADA compliant and accessible to all.
